Project Manager, Global Trace Protocol Project – Pakistan

ELEVATE seeks to hire a dynamic individual to support the development and implementation of a supply chain traceability pilot project in the Pakistan cotton sector. This position will be an essential part of a global, multi-year, donor-funded project, that will involve a diverse set of stakeholders. The Supply Chains Tracing Project will pilot tools that support the tracing of cotton and textiles, while helping to identify, address and prevent child and forced labor in supply chains.


This position will play an integral role in achieving this vision through the development and implementation of the pilot. The Project Director will work with cotton and textile sector supply chain actors in Pakistan, as well as with global brands, industry leaders for sustainability, and traceability professionals. We are seeking a passionate and results-oriented professional who will act as the primary Pakistan-based representative for the project team. The Project Director will work directly with the ELEVATE team in Pakistan, as well as the International Project Director and Technical Lead who are based in the U.S. The individual will also collaborate with a variety of internal ELEVATE teams, including consulting, data analytics, assessments, and worker engagement.

We are looking for a collaborative, self-starter, with stakeholder engagement experience, and a strong understanding of the upstream cotton supply chain. The individual should also bring social sustainability expertise and demonstrated project management skills. The Project Director will work directly with farmers, ginners, local CSOs, and Pakistan government stakeholders during the implementation of the pilot project, particularly in Punjab province and potentially in Sindh province.


As the in-country lead for this project, the Project Director will be responsible for contributing to research activities and for leading and facilitating stakeholder engagement activities based on approved strategies, while providing actionable insights to support the supply chain tracing data collection approach.


The Project Director will be responsible for recruiting in-country pilot participants and managing the implementation of the pilot according to approved project plans. As the dedicated in-country team member, you will be responsible for coordinating the in-country delivery of all project activities and escalating any concerns to the Project Director and Technical Lead for support.


Key responsibilities for this role include: 


  • Manage the implementation of the approved project plan, which includes all pre and post pilot activities
  • Coordinate and conduct stakeholder engagement, facilitating workshops, and providing constructive reports and insights to contribute to the development of the supply chain tracing system methodology
  • Represent the global project team locally during stakeholder conversations, including with actors such as the Ministry of Textiles, the ILO, District Committees and Cotton Ginner Associations
  • Constructively engage with upstream suppliers through to the ginner and farm level to ensure participation in the pilot and other project efforts
  • Manage the upstream data collection process for traceability and risk management activities, using the mobile technologies and other software solutions developed or utilized by the project
  • Deploy, and make suggestions for improving data collection and management infrastructure used by the project
  • Conduct desktop and first-person research, including one-to-one interviews, and analyze and synthesize findings
  • Provide regular update reports and escalations as needed if the project plan is at risk
  • Conduct train-the-trainer sessions to support implementation of the pilot, including providing systems-relevant training to local stakeholders and pilot participants
  • Translate materials into local languages as needed
  • Ad-hoc reporting as needed


  • Demonstrated project management experience
  • Experience and/or deep knowledge of supply chains and human rights, including relevant standards and/or international guidance such as:
    • OECD Due Diligence Guidance for Responsible Supply Chains in the Garment Sector
    • Yarn Ethically & Sustainably Sourced Standard
    • ILO Decent Work Agenda
  • Experience managing projects in the upstream portion of the apparel/garment industry is preferred (farm, ginner and spinners)
  • Bachelor’s degree or equivalent work experience
  • Excellent written, verbal, and cross-communication skills in English and Urdo is required, preference is given to candidates that are also proficient in Punjabi
  • Ability to coordinate and manage internal and external partners to meet project timelines with limited supervision
  • Critical thinker that can monitor, analyze, and manage implementation of a project and possesses strong judgement to escalate issues where needed for support
  • Outstanding communications skills and ability to represent the project and partners during stakeholder events or industry events
  • Experience working with global colleagues (e.g., cultures, time zones) is preferred
  • Knowledge of the following is a strong plus:
    • Proficiency in SQL database management
    • Proficiency in different programming languages: (Python, Go, Java, or C#), and development platforms like Nodejs
    • Mobile data collection tools
